The DLC released LUNA V1.0 in December and began accepting applications from solid-state lighting (SSL) manufacturers interested in qualifying their products in April. Eighteen specific 3000K models, of the XSPW Version B Wall Mount Luminaire manufactured by Cree Lighting, are the first outdoor LED products published on the DLC’s LUNA QPL following testing of product performance and attributes by an accredited lab and rigorous review by DLC staff. DLC has updated our mission and vision statements to expand our focus beyond lighting quality and our goals beyond saving energy. As a consortium, we are working together to encompass the reduction of light pollution and carbon emissions, as well as transforming indoor agriculture to be more efficient. We want these resources to help anyone looking to save energy, reduce carbon, or mitigate light pollution. For over 10 years, the DLC has pushed the envelope on energy efficiency in commercial lighting.

Policy Clarifications and Updates

Whether you require assistance with Web development, App Development, and software test services, our team of experts has the knowledge and expertise to ensure that your applications meet the highest quality standards. Testing must be conducted in the light distribution settings that result in the worst-case performance for each of efficacy, wattage, lumen output, power quality, and thermal In-Situ Temperature Measurement Testing (ISTMT). To attain DLC LUNA qualification, products must meet the SSL V5.1 Technical Requirements as a baseline, in addition to the LUNA Technical Requirements. Efficacy allowances are provided for cases where efficacy is compromised due to using shielding in a luminaire. In other words, LUNA creates allowances for efficacy where efficacy is compromised due to enhanced dark sky attributes, such as shielding used to minimize light trespass or uplight. Products submitted to the DLC Premium classification must meet higher efficacy and lumen maintenance requirements and must also provide a driver ISTMT and information about integral controls.

The future: Efficiency and ecosystem in balance

DLC is moving full speed ahead to keep scaling our impact and gather more voices and ideas in the energy community. Passion and the power of working together can achieve greater strides toward decarbonization. Complete Qualified Products List downloads are available to DLC Members, and stakeholders with an active annual API or paid data access subscription. We signed the Diversity, Equity, Inclusion, and Justice pledge, and joined the coalition of leaders working together to advance action toward a just energy transition for Black and Brown communities.

Our SSL Qualified Products List improves both consumer confidence and sustainability of the lighting industry as a whole – with an end goal of accelerating the installation of energy efficient, better quality lighting for people living and working in the built environment. The DLC LUNA Technical Requirements are designed to mitigate negative impacts of outdoor lighting at night. By establishing requirements and reporting standards on light distribution, spectral characteristics, and controllability, LUNA identifies energy efficient luminaires that minimize light pollution, provide appropriate visibility for people, and limit negative impacts to the environment. In addition to meeting the DLC’s SSL V5.1 efficacy thresholds, LUNA-qualified products must comply with additional dimming, control and shielding requirements to ensure efficient use of lighting energy. There are currently 78 members of the Design Lights Consortium that include regional, state, utility and energy efficiency programs.

Any technical requirements not addressed within this document, including but not limited to warranty, power quality, and safety certification, will not change with V5.1, and existing requirements will apply. DLC has specific technical requirements that lamps and fixtures must meet for inclusion on the QPL. Such as minimum efficacies and warranties, minimum light outputs, and minimum life rating.

Need Help Using the QPLs?

In addition to developing tools that reduce barriers to adoption, we’re promoting this energy saving technology as the gateway to enable connected buildings that support carbon reduction goals. Furthermore, the DLC established a framework to align our utility members' efficiency goals — the QPL — which has been adopted by 75% of North American energy-efficiency programs. Through this framework, our members were able to achieve efficiencies by pooling their resources for research, collaborating on a single set of requirements and utilizing one objective list of qualified products to provide consistent offers.

What is a DLC Listing?

It’s our goal to provide a trusted, impartial assessment of the industry’s highest performing lighting products and systems to boost consumer trust and adoption of the technologies that save the most energy. The market transformation of LEDs has had a tremendous impact on energy efficiency over the last decade. Department of Energy (DOE) data and our team’s analysis, commercial and industrial buildings in the U.S. and Canada saved approximately 1,000 TWh of energy from 2010 to 2022 thanks to the transition to LED lighting technology.

The DLC works to establish LED lighting and controls as the gateway to connected infrastructure, meaning smart buildings and smart cities that can lead the way to net zero carbon emissions. MEDFORD, MA – June 30, 2021 – The DesignLights Consortium (DLC) today released the final version of its updated Technical Requirements for Horticultural Lighting (Version 2.1). Scheduled to take effect September 1, the new policy establishes Qualified Products List (QPL) eligibility for three additional product types, and reflects changes made in response to stakeholder comments received this spring.

Over the last decade, we have qualified more than a million products, but thanks to lighting advances, we’ve narrowed that to over 300,000 products on the list today that meet our performance requirements for efficacy, quality, and controllability. Today, 75% of qualified products have integrated controls and 99.5% of qualified products are dimmable, increasing energy savings potential. In horticulture, DLC-qualified LED lighting fixtures are over 35% more efficacious than incumbent, non-LED fixtures. Horticultural Technical Requirements V3.0, which rolled out last March, featured the program’s first efficacy bump, increasing potential energy savings with DLC-qualified products by at least 20%.

The DesignLights Consortium's (DLC) networked lighting controls program launched in 2015 and is designed to accelerate widespread implementation of lighting controls in commercial buildings and exterior environments by addressing market barriers to adoption. The DLC controls initiative continues to expand and explore connected lighting as the gateway to the proliferation of smart buildings and cities. The DLC is on a mission to optimize commercial lighting by saving energy, improving product quality, and enhancing the end-user experience in the built environment. Our initiatives revolve around the creation of trusted requirements to ensure that qualified lighting technologies are both high quality and energy efficient. Learn more about how we’re collaborating with industry experts, stakeholders, and efficiency program members to integrate lighting into smart cities of the future and meet carbon reduction goals.

The DLC requires additional testing and reporting measures to qualify products with field-adjustable light distribution. Field-adjustable light distribution (FALD) products are lamps, luminaires, or retrofit kits whose light distribution can be intentionally adjusted from the default factory “as-shipped” configuration. Light distribution is considered adjusted when the light intensity in one direction changes relative to the intensity in any other direction.
